DEHP is a well-characterized endocrine disruptor that acts as an anti-androgen, disrupting testosterone synthesis and causing testicular dysgenesis syndrome effects in animal studies at doses relevant to human exposure. The EU has restricted DEHP and three other phthalates (DBP, BBP, DIBP) in all articles at concentrations above 0.1% since 2020 (REACH Entry 51), yet CPSC and market surveillance testing continues to find non-compliant imported children's footwear, particularly from unregulated online marketplaces. Residual vinyl chloride monomer (VCM), an IARC Group 1 carcinogen, can be present at 0.1-5 ppm in PVC products from incomplete polymerization. Children wearing PVC rain boots experience prolonged dermal exposure to migrating DEHP, with perspiration and warmth accelerating plasticizer extraction — studies measure DEHP migration rates of 10-100 ug/cm2/hour from PVC to artificial sweat at 40C.
